Secretary's Letter puts the Minister in Hot Water?

Legal experts state that the Minister of Irrigation and Water Resources Management, Nimal Siripala De Silva cannot rid himself of the responsobility to the letter sent by his secretary violating election laws. Minister's Co-ordinating Secretary, G.Illeperuma has sent this illegal letter on 2014.09.11 under the letter head of the Irrigation and Water Resources Management Ministry. 

The letter states, 

" In kindly request from you unde the advice of the Minister to send to this office a list of names of those who are members of  the United National Party or Janatha Vimukthi Peramuna and active particpants of those two parties and received jobs, transfers or other benefits from your branch".

Accordingly , the letter was sent under the advice of the Minister. Paffrel has complained to the Human Rights Commission about the letter and legal experts are of the opinion that it is a serious violation of human rights
